Ross graduated from Lincoln University with a Bachelor of commerce majoring in Valuation and Farm Management in 1989 and commenced as a graduate valuer in the Valuer Generals Office in Port Lincoln, South Australia in 1990. After practising across the Eyre Peninsula for several years, transferring to the VG’s Warradale Office and after a short stint in private practice in Adelaide, Ross moved to Darwin and commenced with the Australian Valuation Office in 1994. In 1997 Ross started with LJ Hooker Darwin as there Managing Valuer and left LJH to start Integrated Valuation Services (IVS) in 2000. Professor John Sheehan AM is one of Australia’s most respected authorities in land economy, land use planning and environmental law. A Life Fellow of the Australian Property Institute, he is also a Fellow of the Royal Institution of Chartered Surveyors and the Planning Institute of Australia, and a Chartered Town Planner. John has held numerous senior professional appointments, including a five-year term on the Queensland Land Tribunal, two terms as an Acting Commissioner of the NSW Land and Environment Court, and service as independent Chair of the national Water Property Titles Program.
In 2017 he was appointed a Member of the Order of Australia for his significant contributions to the property profession and the broader community. Lecturer of Property Valuation at Curtin University in Perth, WA and Director of Advanced Valuations in Sydney, NSW. Ken Rayner is a respected academic and consultant in the area of property rights valuation and more recently, compensation assessment for litigation arising from compulsory acquisition. He is currently lecturing in valuation at the Faculty of Business and Law, Curtin University and is a Certified Property Practitioner in Education. He previously held positions lecturing in valuation at a Bachelor of Property Valuation course and as a casual academic in the Faculty of Design, Architecture and Building at the University of Technology, Sydney (UTS). Ken Rayner is the President Elect of the property academic think-tank Pacific Rim Real Estate Society (PRRES). In maintaining his professional standing as a Certified Property Valuer (CPV), Ken draws upon his earlier experience as the Director/Franchisee of Raine & Horne Valuations Sydney – now Advanced Valuations – and in the Property Valuation Departments of the Commonwealth Bank, Westpac and NSW Housing.

Codie is an experienced property professional currently serving as Acquisition Manager at J A T Services, based in Newcastle. With a strong background in valuation, he specialises in risk management, going concern valuations, compulsory land and easement acquisition and compensation assessments across both metropolitan and regional New South Wales.
Throughout his career, Codie has held a range of senior roles across the public and private sectors, including Director, Senior Valuer, Project Manager and Acquisition Manager. This breadth of experience provides him with a well-rounded and practical understanding of complex property matters and stakeholder environments.
Codie is a Fellow of the Australian Property Institute (FAPI) and an active contributor to the profession. He has hosted and presented at numerous industry conferences and webinars, sharing insights and supporting knowledge development across the sector.
In addition to his professional role, Codie serves as Co-Chair of the NSW Young Property Professionals (YPP) Committee. He is passionate about supporting emerging professionals and fostering greater engagement within the industry. As Director of Tareela, Dan brings over 14 years of property expertise spanning advisory, transactions, valuation, and development. He partners with landowners, developers, and agents to maximise value, mitigate risk, and deliver strategic outcomes across residential and commercial sectors. Passionate about advancing industry standards, Dan leverages his experience to support the professional growth of fellow API members. He is committed to fostering collaboration within the property community and sharing insights that connect valuation, advisory, and development strategies. Through his role on the NSW State Committee, Dan champions innovation, education, and the strengthening of member networks to ensure the API continues to create value for its members and the broader property industry.

Currently the Senior Director of Government & Advisory for Opteon. Chris has over 27 years of experience within the Valuation Property Industry, a Fellow of the Australian Property Institute, a Certified Practising Valuer and having completed a Bachelor of Commerce (Land Economics) Degree at the University of Western Sydney. Chris specialises and is accredited within Opteon as a specialist childcare valuer whilst also an expert in the residential and mixed-use development sector. Over the past two decades Chris has been involved in major government projects, representing clients across local, state and national levels.

A seasoned property professional with over two decades of experience in residential valuations. As Associate Director of Valuer Care & Development at CBRE, she supports Valuers nationwide through training, systems enhancement, and quality assurance. A Fellow of the Australian Property Institute and Certified Practising Valuer, Katrina is deeply committed to professional development and industry excellence. She serves as Deputy Chair of the API NSW State Committee, where she advocates for Valuers and ensures diverse voices are heard in shaping policy and priorities. Katrina is also a founding member of the Women in Property Valuation (WiPV) community, fostering connection and career growth for women in the industry. Since 2022, she has contributed as an API examiner, guiding the next generation of Valuers. Driven by a passion for people, property, and lifelong learning, Katrina is dedicated to building a stronger, more inclusive profession.

Richard is the Head of Property Risk & Compliance at M3 Property. Richard brings over 15 years of experience in property valuation, with a track record of success that spans valuations assistant roles to leadership positions including Valuation Manager, Associate Director, Quality Assurance Manager and National Quality Manager. Richard brings a diverse background with qualifications in property valuation and property investment & development. His expertise spans residential and commercial property valuation with experience working on projects across Australia, further solidifying his knowledge base.
Herron Todd White
Angus has been a Certified Practising Valuer since 2001 and brings over two decades of experience providing valuation services across Canberra and the broader Southeast NSW region. Throughout his career, he has undertaken a wide range of valuation work, including acquisition and disposal, family law, mortgage security, asset management, rent reviews, capital gains tax, statutory requirements, and mortgagee in possession matters.
Currently managing a team of valuers based in Canberra, Goulburn, and Cooma, Angus oversees valuation and advisory services across the ACT and Southeast NSW. He is also actively involved with the Australian Property Institute, contributing his time and expertise as a professional interview panellist to support the next generation of valuers.
Known for his practical expertise, leadership, and deep regional knowledge, Angus is committed to upholding the highest professional standards and supporting the ongoing development of API members in the ACT.

Kellie Mossop is a Certified Practising Valuer and Associate Member of the Australian Property Institute since 2003, with over 20 years’ experience in industrial, rural, and rural/residential valuations across the ACT and surrounding NSW, including Yass, Hall, Murrumbateman, Gunning, and Boorowa.
She holds a Bachelor of Commerce in Property and Economics and a Graduate Diploma in Business, Stock and Station Agent, Real Estate Management from the University of Western Sydney. Prior to joining Opteon, Kellie ran her own valuation business, Regional Valuers, and as a Senior Valuer at Opteon, she has helped expand advisory and valuation services across the region while maintaining a strong focus on residential and rural residential properties. Since 2023, she has also served as a Panel Interviewer for the API.
Kellie brings expertise in rural and residential valuations, agribusiness, government advisory, family law, and capital gains tax, and is dedicated to supporting ACT members with her local market knowledge and professional insight.

Marcus commenced with Acumentis in July 2025. Over the past 27 years, Marcus has worked in leading professional firms delivering strategic property advice to the private, government, community housing and banking sectors. Marcus has been active throughout the capital cities of Canberra and Sydney as well as regional NSW including Queanbeyan, Murrumbateman, Yass, Wagga Wagga, Cooma, Jindabyne and Goulburn. Marcus has worked predominantly in real estate advisory and property valuation across a broad range of property sectors including residential, commercial, retail, industrial, rural, special purpose, and mixed-use. Martin has over 20 years’ experience in the valuation industry, specialising in valuations of CBD and suburban office buildings for both institutional, private and banking sector clients. Martin also undertakes valuations of retail and industrial investment assets and developments in both the ACT and regional NSW. Martin also undertakes bespoke advisory and analysis, including rental and acquisition advice, and scenario analysis.
ACT Valuation Office
Stephen Protopopoff – API ACT State Committee Stephen has over 30 years’ experience in the property industry, spanning valuation, asset management, and advisory roles in both government and private sectors. His work has taken him from the ACT and NSW to international portfolios across more than 55 countries. An API member since 1990 and CPV since 1996, Stephen has provided valuation advice across all property classes for statutory, insurance, acquisition, divestment, rental, and financial reporting purposes. He is currently a Senior Valuer with the ACT Valuation Office, delivering statutory valuations, lease variation assessments, and policy advice. Stephen is a strong supporter of the API’s role in professional development and advocacy. He has served on regional committees, represented the API before the ACT Legislative Assembly, and is contributing to the National Education Committee on government valuation accreditation. Stephen is dedicated to supporting members through the challenges of today’s economic climate. He encourages ACT members to share their ideas and perspectives and welcomes the opportunity to bring these forward for discussion at the State Committee level.

Rishikesh has experience across a wide range of real estate asset classes gained within the Melbourne and international markets. Rishikesh completed his Bachelor’s degree in Hospitality and Hotel Administration in India and a Master of Business Administration with a focus on Service Industries in Switzerland, which was a joint degree with Endicott College, USA. Rishikesh commenced his career in pre-opening luxury hotels and resorts across middle east prior to joining PKF Dubai, a valuation and advisory practice. He later headed the strategy and development team for a real estate developer in India prior to owning and operating his own advisory practice. After relocating to Australia permanently, Rishikesh undertook the Master of Property course at University of Melbourne and has gained local experience in valuation of commercial and residential property for mortgage as well as asset reporting, family law and advisory purposes. At Colliers, Rishikesh works closely with the National Healthcare and Retirement Living team within the broader Valuation and Advisory Services (CIVAS) division. In addition to valuation assignments for mortgage security, financial reporting, acquisition and disposal purposes, Rishikesh is involved in providing strategic advice to a broad range of clients. Rishikesh is an Associate Member of the Australian Property Institute (AAPI), and since the beginning of 2025, has accepted the position of Co-Chair of the Victoria State Committee, with the objective of serving as a liaison between API members, broader API initiatives and advocacy matters, and the API Board.

Nicole is a Certified Practicing Valuer at Charter Keck Cramer and is a member of the Residential – Prestige & Projects Practice Group. Nicole specialises in valuations of high value dwellings and apartments; boutique, medium density residential and mixed use developments across the Metropolitan Melbourne and selected regional localities; together with purpose-built rooming houses, serviced apartments and Specialised Disability Accommodation (SDA), providing valuation services for a wide range of purposes and users. Nicole was part of the API Vic CPD Committee Member from 2019 – 2022 before she joined the API Vic State Committee in 2022, and succeeding the State Committee Chair position from 2024.

Marcia Bowden LFAPI is the Principal of Bowden Advisory Services, a Canberra-based consultancy she established in 2010, providing strategic expertise in Corporate Real Estate, Design Management, and Development Management across both the public and private sectors in the commercial property sector. Marcia also undertakes Pro bono work for various not for profits and charities in the ACT.
With a property career spanning more than 40 years, Marcia has held senior roles within the Commonwealth Public Service, NSW and ACT Public Services and acted as a trusted advisor to the Commonwealth Government through leading firms such as JLL and United Group. Since relocating to Canberra in 1994, she has remained a passionate advocate for the property profession in the ACT and beyond.
Marcia is a Life Fellow of the Australian Property Institute and former National President currently serves as Chair of the ACT State Committee. She also contributes to the future of the profession through her role on the API’s National Education Standards Committee and she is also a member of the Professional Conduct and Complaints Committee.
Marcia brings a wealth of knowledge, leadership and community focus to everything she does, and continues to be an active and valued contributor to the API and the broader property community.

Will Morris works as a Senior Analyst within the JLL Australian Retail Investments team. His comprehensive understanding of retail property fundamentals allows him to provide nuanced insights into asset performance, value drivers, and market dynamics which ultimately provided valued assistance in national shopping centre transactions. Prior to joining the Retail Capital Markets team, Will developed a strong analytical foundation as a commercial valuer, where he honed his skills in financial modeling, market analysis, and asset valuation. This experience enables him to approach transactions with a unique perspective, helping clients identify opportunity and maximise returns.

With over seven years of experience in the Australian property industry, Celestine has worked across both public and private sectors, primarily in property valuation, and has also gained experience in facilities management, project management, and asset management. Prior to joining EY, she served as a Senior Valuer at Valuation NSW, conducting statutory valuations on behalf of the Valuer General of New South Wales. Celestine’s professional trajectory is increasingly focused on specialisation within the rural sector. Her interests lie in agriculture and in exploring the strategic opportunities for real estate specialists within the mining and energy sectors – particularly where these sectors intersect with agriculture.

Anthony joined Urbis in May 2025 as part of the national Industrial Valuation & Advisory team. He provides high-quality valuation and advice to institutional, private investor, and mortgage clients. With 25 years of experience in the property development and valuation industry, Anthony specializes in the industrial markets of Brisbane, South-East Queensland, and regional areas like the Gold Coast, Sunshine Coast, and Toowoomba. Throughout his career, he has handled valuations for a wide range of real property classes for various purposes, including both portfolio and single-holding valuations for prominent Australian industrial businesses. Kelly Wickham is contributing to the design and development of the ACT Valuation System. With a strong focus on automation, integrated systems, and advanced data processing, Kelly is spearheading efforts to streamline valuation workflows, enhance data interoperability, and optimise efficiency. Before joining the Department of Revenue, Kelly, a certified practising Valuer, had spent over 16 years in the Valuation industry, both in the private and public sectors. Kelly earned a Masters in Data Science from James Cook University and a Bachelor in Business (Property) from the University of South Australia
