Economic or external obsolescence is a factor that reduces the value of an asset because of something external to the asset itself. Despite appearing to be a relatively straight forward concept, the practice of determining economic obsolescence in the context of property, plant and equipment assets continue to challenge valuation practitioners. Please join us for a discussion with our panel experts on their take on addressing external obsolescence across asset classes held by both government and private enterprise.

Moderator: Associate Professor Garrick Small - Head of the. Economics, Finance & Property discipline group, Associate Professor of Property, Central Queensland University
Dr Garrick Small is Head of the Economics, Finance and Property discipline group for Central Queensland University and Associate Professor of Property. He has taught at the University of Technology, Sydney, The University of New South Wales, Western Sydney University and CQUniversity. His career includes eighteen years in the property investment and development industry. His work has included consulting to major developers and State departments as well as complex investment appraisals. As an academic he has held various leadership positions including Associate Head of School, Head of Department, Program Leader and Head of Course over his twenty-six years as an academic. He has considerable experience in curriculum development and served on the National Education Board of the Australian Property Institute for five years. In these capacities contributed to development and management of education standards and course assessment in the property economics field. He has considerable experience in education innovation, especially in the areas of educational simulation and online resource development in the investment appraisal field applied to property.
Richard Feenaghty - Associate Partner, Valuations Modelling and Economics, EY
Richard is a leading transaction advisor specialising in capital intensive industries throughout the Oceania region. He leads EY’s Australian Capital Equipment practice and has over 19 years' experience throughout Australia, Asia, Europe, and the United Kingdom. Richard specialises in plant and equipment and software valuations for financial reporting, tax, stamp duty, regulatory, insurance and structured financing. He also provides asset capital management advice including fixed asset register data analytic services to assist in capital expenditure forecasting and to identify value accretive capitalisation and depreciation processes. Richard is an Associate Member of the Australian Property Institute and holds the designation of Certified Practising Valuer (Plant and Machinery) and Affiliate of the Chartered Accountants Australia New Zealand. On any given weekend Rich typically spends quality time with his kids watching music videos (from the 70’s to today) or teaching them the finer points of AFL football.
Todd Svanberg - Senior Director, Valuation Advisory – Public Sector, JLL
Todd is a Senior Director in JLL’s Public Sector Valuations Team which provides comprehensive property valuation services to government and not-for-profit clients. Todd specialises in providing asset valuations under Australian Accounting Standards, and His role regularly involves collaboration with complementary professionals in the field of auditing, accounting, engineering, construction and the arts and heritage to develop valuation outcomes across complex public sector assets.
