Valuation Contracts Administrator
The Northern Territory Government is seeking a Valuation Contracts Administrator.

Primary objective: Provide specialist valuation advice, project and contract management to ensure appropriate assessment of Unimproved Capital Values for all rateable parcels of land within the Northern Territory. The incumbent will also be required to undertake some of the functions and responsibilities of the Valuer-General in the Valuer-General’s absence.
Context statement: Both statutory and commercial valuations are carried out by external providers under period contracts. The Valuation Services work unit is therefore small and highly focused on standards and quality assurance. The Territory comprises land under a variety of tenure types and includes significant areas granted under the Aboriginal Land Rights (NT) Act and areas impacted by Native Title, pastoral and other leases. The successful applicant wilt be experienced in negotiating outcomes in a politically sensitive environment and have strong skills in quality assurance of property professionals from the private sector.
Key duties and responsibilities
- In the absence of the Director Valuations take on responsibility of the Director Valuations and the statutory functions of the Valuer-General.
- Provide specialist advice to assist the Director Valuations when developing, implementing and monitoring land valuation frameworks, standards, policy and procedures.
- Oversee the tender process and awarding of triennial contracts for the assessment of UCV’s for rateable land across the Northern Territory including the development of tender specifications, assessments and debriefing process.
- Proactively manage contracts awarded to external Valuers to ensure UCV assessments of all rateable land are undertaken on time, within budget and in accordance with legislative requirements.
- Sensitively manage valuation objections received from various parties and provide quality advice to contracted Valuers to facilitate dispute resolution and settlement.
- Actively participate in a process of improvement to ensure identification, development and implementation of effective and efficient land valuation service delivery.
Selection criteria
Essential
- Degree in Property Valuation with current membership of Australian Property Institute (AAPI/CPV) and/or Royal Institute of Chartered Surveyors (MRICS).
- Exceptional work ethic and organisational skills, including a demonstrated capacity to work effectively as part of a small team while managing competing and changing priorities as directed in order to meet tight deadlines and achieve objectives.
- Demonstrated high level oral, written, interpersonal, and negotiation skills with ability to maintain confidentiality.
- Proven experience in delivering land valuation services and applying relevant legislation.
- Well-developed knowledge of land tenure frameworks.
- Well-developed knowledge of valuation best practice.
- Proven project management and planning expertise including ability to analyse and report on complex issues, evaluate associated benefits and strategies.
- Knowledge and understanding of Statutory Mass Valuation assessment processes.
