ABOUT THE DIVISION

Property and Construction Division offers a range of dynamic roles that will allow you to play a central strategic and operational role related to Commonwealth property, which is a critical enabler supporting agencies to deliver on the Government’s priorities.

The work of the Division is broad and provides rewarding and engaging career opportunities for motivated people who are looking to work in a positive, dynamic, flexible and results-oriented environment. The Division offers a unique opportunity to work on tangible outcomes in close collaboration with private sector delivery partners.

Specifically, the Division:

  • Works across Government and the private sector to provide policy, regulatory and commercial analysis, advice and guidance to support value for money decisions on property-related policy issues and management, including through the use of strong data and analytical capability;
  • Manages the Whole-of-Australian-Government Coordinated Procurement Arrangements for property-related services including leasing and facilities management;
  • Maximises value for money from the Commonwealth’s significant leased footprint through the Commonwealth Leasing Strategy;
  • Delivers major capital works and land remediation projects for Government;
  • Manages an extensive property portfolio, including divesting surplus properties;
  • Builds and maintains constructive relationships across governments, the private sector and academia on property issues and opportunities; and
  • Administers the Lands Acquisition Act 1989 and the Public Works Committee Act 1969.

ABOUT THE ROLES

We are looking to fill a range of exciting roles at all levels to support various functions across the Property and Construction Division.

Property Projects

To be successful in this role, you would work as part of a team responsible for whole of lifecycle strategic property asset management and related advice to Australian Government agencies. This may include management of Finance’s national property portfolio of critical infrastructure, in conjunction with commercial Property Service Provider (PSP) and partner tenant agencies; asset creation through acquisitions and major capital works planning and delivery as requested by Government; and divestment of property consistent with the Commonwealth Property Disposal Policy.

Roles for management of the Finance’s property portfolio involve: strategic asset management planning and delivery; contract and vendor management, management of relevant building compliance including heritage aspects; management of remediation projects; and the provision of proactive stakeholder and issues management, all in close partnership with commercial PSPs. Roles for major capital projects involve the development of business cases for future projects, including in close collaboration with partner agencies, engaging with public and private sector partners as part of planning and delivery phases, project and contract management and stakeholder engagement.

Depending on the role, to be successful you would be able to demonstrate claims against one (or more) of the following specific skills or experience:

  • Contract or vendor management skills and experience; or
  • Property related project or program management skills and experience.

Further to the above:

  • Experience leading or managing construction, major capital works, facilities management activities or large-scale projects would be an advantage.
  • Qualifications or experience in property development, management and/or decision-making would also be beneficial.
  • A working knowledge of corporate and public sector governance frameworks, including the Budget process, PGPA Act and
  • Commonwealth procurement framework, and ability to quickly develop knowledge of the Commonwealth property management framework.

Whole of Government (WoG) Property Services

To be successful in this role, you would work as part of a team responsible for the WoG Property Services Coordinated Procurement Arrangements with private sector Property Service Providers (PSPs) that cover leasing services and facilities management services for Commonwealth domestic office accommodation and shopfronts. The Branch also manages the performance of the PSPs under the arrangements.

To be successful in this role you would be able to demonstrate the following capabilities, skills or experience:

  • Experience leading policy development processes and advice, and/or managing programs or projects.
  • Experience leading or overseeing construction, major capital works, facilities management activities or large-scale projects would be an advantage or qualifications/experience in property development, management and/or decision-making would also be beneficial.
  • Contract or vendor management skills and experience.
  • Stakeholder engagement.
  • A working knowledge of corporate and public sector governance frameworks, including the Budget process, PGPA Act and
  • Commonwealth procurement framework, and ability to quickly develop knowledge of the Commonwealth property management framework.

Policy and Analysis

You would be part of a team responsible for policy, guidance and advice on whole-of-government property policy and legislation, with stakeholder engagement across governments and the private sector. This includes the Commonwealth Property Management Framework (RMG 500) and Commonwealth Property Disposal Policy, and the Lands Acquisition Act 1989 and Public Works Committee Act 1969.

The Branch is also responsible for improving leasing efficiency through the Commonwealth Leasing Strategy and Strategic Property Adviser, and for Commonwealth property data and analysis, including managing the Australian Government Property Register and producing the Australian Government Office Occupancy Report.

To be successful in this role you would be able to demonstrate the following capabilities, skills or experience:

  • Policy analysis and/or development with the ability to interpret legislation
  • Stakeholder engagement
  • In some roles, data collection, analysis and reporting
  • A working knowledge of corporate and public sector governance frameworks, including the Budget process, PGPA Act and
  • Commonwealth procurement framework, and ability to quickly develop knowledge of the Commonwealth property management framework.
