The opportunity
We have an exciting opportunity for a Director Centre for Property Acquisition (CPA) to join the team within the Strategic Transport Planning branch, Customer Strategy and Technology division of Transport for NSW.
The primary purpose of the role is to manage the activities of the Centre for Property Acquisition in compliance with Property Acquisition Standards (PAS) to ensure consistency in approach and resident focus in all property acquisition activities across all NSW Government clusters.
The role is responsible for overseeing and coordinating development and implementation of the framework of compliant property acquisition practices (including planning, core processes, tools and guidelines) in all Acquiring Authorities (AAs); assisting AAs to improve capability and monitoring and reporting on their performance in all NSW government property acquisitions. The role also provides an independent service to assist property owners to understand the property acquisition process.
What you will be involved in
- Establishing the role of the CPA function and forging strong, collaborative relationships between the CPA, PAS and AA’s both within and outside the Transport Cluster.
- Planning and delivering CPA activities including stakeholder engagement, policy and programs and training programs to increase acquisition capability and support AA’s deliver customer-focused acquisition
- Leading and empowering the CPA team ensuring there is a people-centred approach, maintaining the highest standards of customer care and continuous improvement throughout the entire process of government property acquisitions
- Working collaboratively with Project Directors and delivery teams where property acquisition is or may be required, maintaining an up-to-date pipeline of planned or potential property acquisitions, enabling the AA’s to plan their processes for acquisition that reflects all requirements and preparing for effective timely property acquisition with the project environment
- Planning and managing the resourcing of PMA’s jointly with project teams; overseeing the processes of selection, training, assignment and movement of Specialist PMA’s embedded in projects
- Directing programs for the development and delivery of all training, coaching and mentoring for PMA’s, frameworks to monitor and manage project performance and overseeing programs and activities for a PMA Community of Practice
- Maintaining a suite of materials (manuals, guides and tools) used by AA’s to support property valuation, determination of compensation and negotiation with property owners and affected parties.
- Delivering independent services to assist property owners to understand the property acquisition process, maintaining processes to gather and share resident feedback and best practice examples to inform future training and development of PMA’s and improve acquisition processes.

- You will bring a deep understanding of property acquisition policy and in leading a new people-centred approach to property acquisition across NSW Government.
- You build collaborative and effective relationships, and your ability to influence across a diverse range of stakeholders navigating competing deadlines and priorities is unquestioned.
- You maintain a high standard of work and having previously worked in a similar environment, you are aware of the political, commercial and community sensitivities and confidentiality in what you do.
- Along with relevant industry experience, you will be self-motivated and decisive – able to work autonomously and under direction.
- Most importantly, you are a strong team player, passionate about delivering exceptional client service to your stakeholders, supporting and enabling colleagues and teams to achieve outstanding outcomes.
