Join us as we learn from the experts on how best to provide Expert Evidence and Concurrent Evidence during judicial proceedings.
With an increased number of infrastructure projects taking place along with recently introduced annual revaluations for rates and taxes in Victoria, Valuers may find themselves having to defend valuations at VCAT. This CPD event will highlight important processes to follow for Valuers acting as expert witnesses. The session will be delivered by highly respected members of the Valuation Profession.

Victorian Civil and Administrative Tribunal
The Victorian Civil and Administrative Tribunal appointed former Australian Property Institute Victorian president Justine Jacono in 2017 as a senior member – the first property valuer to hold that role at the tribunal.
Jacono commenced as sessional member of VCAT in 2008 and became a full time member in 2016 and has been appointed to several committees involving digital transformation projects.
In March 2015, she was one of three people in the State presented with the prestigious Australian Property Institute (API) Meritorious Award for significant and outstanding professional participation within the industry.
Justine has been a Fellow of the API since August 2007.
Les Brown FAPI
Les is the Director responsible for Litigation and Acquisition valuations. This work involves the preparation of expert reports (many retrospective) relating to compulsory acquisitions, rating and land tax appeals and litigation issues.
He also undertakes rental determinations on instruction from the Australian Property Institute, the Small Business Commissioner of Victoria and directly by the Parties. This work involves many unusual and specialised properties throughout Victoria with a specific emphasis on englobo land. Many of the assignments are undertaken on the basis that expert evidence may be required. Les has given evidence at VCAT, County Court, Supreme Court of Victoria and the Federal Court.
